Design Culture?

I am having a hard time wrapping my mind around designers being a culture. I guess it depends on an individuals defenition of culture. I view design more as a movement that never stops evolving. People change and therefore design changes along side it. To argue further, I don't necessarily think that design forms the culture or movement. I think that design, in a way, conforms to the general consumer public. People have to be able to relate to design, otherwise, it won't affect or pursuade them. So in my mind, design rides along side our culture, but does not create one.
